The following description comes from the Google Play Store description of the app:

TrueDurak is a one-to-one app implementation of the classic Russian card game Durak. The multiplayer-only game can only be played offline, i.e. with people you actually see. One device (preferably with a large device) replaces the "playing field" and shows the card deck and played cards. Every player sees the cards on his hand on his smartphone or tablet. For this purpose the players connect their devices to the "playing field" in a simple way via Wi-Fi or Bluetooth and the game may start. And that without any annoying card shuffling and drawing.

You may find the rules of play on the Internet. Currently four game modes are supported:
1. Classic game (36 cards) where players can throw in cards of the same value.
2. Classic game where players may additionnally pass cards of the same value to the next player.
3. Full deck game (52 cards) where players can throw in cards of the same value.
4. Full deck game where players may additionnally pass cards of the same value to the next player.

Please note: Even though the app requires full network access, it is only needed for the connection via the local wireless network. This means there will never arise any costs from data transfer when using the app.
